English Translation
विष्णौ when Vishnu, सुमहात्मन: of the high minded, राज्ञ: king's, पुत्रत्वम् filialrelationship, गते(सति) having become, भगवान् स्वयम्भू: selfborn lord, Brahma, सर्वा: addressing all, देवता: devatas, इदम् these words, उवाच spoke.
English Commentary
When Visnu had decided to be born as the son of that great king (Dasaratha), the selfborn Lord (Brahma), addressed all devatas : At the instance of Brahma, devas procreate different forms of monkey chiefs and bears.
