रावणावरजे Ravana's younger brother, इति this way, वाक्यम् words, ब्रुवति spoke इति this, राघवः Raghava, शत्रूणाम् enemies, प्रतिघातार्थम् issued orders to attack, इदम् thus, वचनम् words, अब्रवीत् had spoken

When Ravana's younger brother spoke in that way Raghava instructed the army to attack the enemy.
